Deutsche Bank analyst Sebastian Becker pointed out in his latest report that the German government has significantly increased its defense and investment spending this year, but the absolute level still has not reached the intended policy target.
The current German fiscal deficit amounts to approximately 90 billion euros, about 50 billion euros higher than the same period last year. At the same time, defense spending has grown by about 30% year-on-year, indicating a substantial strengthening of expansionary fiscal posture.
However, Becker cautions that insufficient spending remains a major risk on the current fiscal path. Although the absolute level of spending so far this year is much higher than the same period last year, by the end of July, less than half of the annual spending target had been achieved.
This characteristic of “ambition in abundance, but slow in execution” reflects administrative bottlenecks and approval delays in advancing major projects, thereby restricting the pace at which the fiscal multiplier effect is released.
Nevertheless, Becker also notes that the likelihood of a large-scale, systemic spending shortfall is low, since historical experience shows that German fiscal expenditure tends to accelerate and concentrate in the last few months of the year.
The market will closely watch the monthly spending data from the end of the third quarter to the start of the fourth quarter to verify whether the year-end rush effect can effectively bridge the current gap in target completion.
