Aging population and rising healthcare costs push Germany's social budget to a record high

⑴ Analysis by the German Economic Institute shows that population aging is the core factor behind the sharp rise in social spending. In 2025, aging and disease-related expenditures will account for 70% of total social spending, with over 80% of the actual increase in expenditures since 1992 stemming from this. ⑵ From 2019 to 2025, after excluding inflation, German social spending will rise by 11.5%, with an increase of 104 billion euros. The share of the social budget as a percentage of GDP will rise from 29.6% to 32%, setting a historical record. ⑶ Healthcare and public pension expenditures for the elderly are the main sources of cost, and economic weakness has further amplified the share of the social budget. ⑷ Changes in population structure exacerbate the intergenerational burden on the welfare system. Institutions predict that aging will continue to drive up social spending, and only reform of the social security system can reverse this trend.
