Head of Indonesia DSI Clarifies Role: Oversight Rather Than Market Intervention, Aiming to Enhance Commodity Trade Credibility

```html(1) Indonesia has established Danantara Sumberdaya Indonesia (DSI) as the export control branch of the sovereign wealth fund Danantara, aiming to regulate the exports of coal, palm oil, and ferroalloys (which account for about a quarter of Indonesia's total export value) and to prevent government revenue loss caused by illegal activities such as undervaluing invoices for exports. Indonesian officials estimate such losses amount to approximately 900 billion US dollars. (2) DSI CEO Luke Maoni emphasized that DSI’s role is "to oversee the market rather than participate in it," with the goal of keeping exports smooth and bringing credibility and transparency to Indonesia's commodities market. Existing contracts will be recognized, but they will undergo review to eliminate structural issues like invoice undervaluing or inefficiency. DSI will act as an intermediary between regulators and market participants, tracking the entire lifecycle of commodities from export to capital return. (3) Since June, DSI has screened over 7,000 batches of export goods and analyzes about 100 outbound vessels daily to establish oversight. The agency is in continuous communication with producers, traders, buyers, and government bodies to identify areas where added value can be created. In the future, service fees (non-tax) will be charged to exporters and importers to cover administrative expenses. (4) According to Goldman Sachs data, between 1995 and 2024 Indonesia’s reported coal exports were 4.62 billion US dollars less than import figures reported by trading partners, with the gap widening each year; while reported palm oil exports exceeded import values by 1.77 billion US dollars. DSI’s success criteria are defined as Indonesia’s ability to obtain fair prices and maximize export volume, rather than profit and loss itself. However, its board of directors has not yet been announced, the five-year plan is still being drafted, and the actual effectiveness remains to be seen.```
