According to Bloomberg, U.S. customs officials have conducted random spot checks on Chinese-owned factories in Vietnam. Inspectors reviewed relevant documents, sources of raw materials, production processes, and software intellectual property infringement to determine the added value of products before export to the United States. So far, there is no substantial evidence that Chinese goods have been illegally routed through Vietnam, but the inspections have sparked concerns in the market about the U.S. potentially expanding its tariff regime against Vietnam.
