UK Public Borrowing in July Exceeds Expectations; Capital Economics Warns of Narrowing Fiscal Space, Increased Pressure on Autumn Budget

  1. Analysts from Capital Economics note that the UK's public sector borrowing reached £1.8 billion in July, which fell short of the market's average expectations. This brought the total borrowing for the current fiscal year to around £2.3 billion above official forecasts, continuing the recent unfavorable trend of persistently weak fiscal data.
  2. Analysts believe that as real GDP growth slows and the UK government may announce further cost-of-living support measures in its budget later this year, the current borrowing gap above forecasts risks widening further, adding downside pressure to the fiscal outlook.
  3. Since March, the rise in market interest rates has reduced the UK government’s fiscal space by about £700 million, as higher borrowing costs have directly squeezed policy flexibility and will significantly constrain the scale of new public borrowing.
  4. Overall, the UK’s fiscal situation finds itself under triple pressures: sluggish economic growth, rising spending demands, and elevated financing costs. The Autumn budget will serve as a key test of how the government balances fiscal discipline with social support pressures amid limited fiscal space.
