What's Next for Treasury's Buybacks -- WSJ

There is still plenty of uncertainty about the Treasury Department's buyback plans.
The agency has now said that it will buy up to $6 billion of 10-year to 20-year Treasurys at its buyback operation tomorrow. After that, there will be six more buyback operations aimed at longer-term debt through early November, at which point the Treasury Department will reveal its plans for the next three months.
In a schedule released Wednesday, the Treasury said that the maximum purchase amount for those buybacks will be at least $4 billion. But the agency will release updated figures with a more precise amount the day before each operation, as it did today.
After Wednesday's announcement proved underwhelming to investors, analysts now expect that $6 billion could be the least that the Treasury will aim to buy at its later operations. The challenge, inventors and analysts say, is that it could be difficult to buy much more than $6 billion without relaxing guidelines that the government will only buy Treasurys at prevailing market prices.
