Six government departments issue a document to improve the multi-level agricultural insurance system in support of rural revitalization

The Ministry of Agriculture and Rural Affairs, together with five other departments, has issued the "Implementation Plan for Adhering to the Priority Development of Agriculture and Rural Areas and Improving the Investment Mechanism for Rural Revitalization." The plan proposes making good use of insurance policies supporting agriculture. It aims to improve the multi-level agricultural insurance system and accelerate the high-quality development of agricultural insurance. The plan promotes the development of insurance for agricultural products related to the national economy, people's livelihood, and food security, fully utilizing and implementing complete cost insurance and planting income insurance policies for rice, wheat, corn, and soybeans. It supports the development of insurance for distinctive local agricultural products to stabilize farmers' incomes. Insurance institutions are encouraged to diversify their product systems, expand the supply of agricultural insurance products, and actively and independently develop farmland insurance, agricultural machinery insurance, and rural residents' personal insurance in accordance with market-oriented principles, fully leveraging the role of insurance in supporting the entire agricultural industry chain. Localities with suitable conditions are encouraged to reduce the share of agricultural insurance premium subsidies borne by key counties receiving rural revitalization assistance. The plan also advances precise underwriting and claims in agricultural insurance, encourages insurance institutions to participate in disaster relief and emergency management systems, and actively carry out disaster early warning and risk reduction services to improve the quality and efficiency of underwriting and claims services.
