Walsh shakes the market with his debut at Jackson Hole, September rate hike probability soars to 60% overnight

Federal Reserve Chair Walsh delivered his inaugural keynote speech at the Jackson Hole Global Central Bank Annual Meeting, stating clearly that if underlying inflation fails to decline toward the target in a clear and sufficiently rapid manner, “there is still work to do.” Although he did not directly signal a rate hike in September, the policy stance was set out with great clarity.
The market quickly interpreted this as a tightening signal. The two-year US Treasury yield jumped from around 4.22% to about 4.35%, hitting a near one-month high. The US Dollar Index rose to around 99.70, international gold prices plunged by nearly 3%, and all three major US stock indices finished the day in negative territory.
CME Group’s “FedWatch” tool shows that the market's bets on a September rate hike soared from about 35% before the speech to nearly 60%. Interest rate expectations were reset overnight, reflecting investors’ high sensitivity to the policy bias implied in Walsh’s remarks.
Walsh emphasized that this speech should not be interpreted as “forward guidance,” and warned that signaling or even committing prematurely to a future rate path could be misleading. Nevertheless, the market has evidently extracted a clear hawkish signal from his conditional statements. Whether there will be a subsequent rate hike will depend on the actual performance of inflation and employment data for August.
