Kioxia announces construction of third wafer plant in Japan, partnering with SanDisk to expand NAND flash production

To meet the surging demand from AI data centers and address global supply shortages, Kioxia will build a third wafer factory at its existing base in Iwate Prefecture, partnering with SanDisk to expand production of high-end 3D NAND flash memory and secure a strong position in the high-end storage market. The project will apply for subsidies from the Japanese government. Analysts point out that with this expansion, Kioxia has most likely secured long-term customer contracts covering at least until 2028, and has ample financial strength.

Kioxia Holdings announced the construction of a third wafer plant in Iwate Prefecture, Japan, partnering with manufacturing collaborator SanDisk to expand NAND flash memory production capacity in response to the surging storage demand driven by artificial intelligence.

According to a Bloomberg report on August 27, informed sources revealed that the new factory will be established at Kioxia's existing manufacturing base in Iwate Prefecture, primarily producing the latest generation of high-density 3D flash memory chips designed to handle the massive data workloads generated by AI services. Kioxia plans to officially announce this capacity expansion later today, with Kioxia CEO Hiroo Ota and SanDisk CEO David Goeckeler scheduled to jointly visit Japanese Prime Minister Sanae Takaichi on the same day. Following the news, Kioxia's share price surged up to 6.9% intraday.

This expansion highlights the real pressure of a global tight supply of memory chips. Prices for memory and storage continue to rise worldwide, squeezing profit margins across industries from Nvidia to automakers and mobile device manufacturers. Nvidia executives also sounded warnings about supply bottlenecks and margin pressures during their post-earnings briefing. Additionally, Kioxia and SanDisk will apply to the Japanese government for subsidies for this project.

AI Demand Fuels Expansion Pressure, Global Storage Prices Climb

The global memory chip market is facing a structural supply-demand imbalance. As the core infrastructure for AI, data centers are seeing a continuous expansion in demand for memory and storage. Tech giants like Google and Meta are signing multi-year agreements to lock in the storage resources needed for their data centers, sparking a wave of large-scale capital expenditures.

Kioxia's South Korean rivals Samsung Electronics and SK Hynix have already announced massive expansion plans. Kioxia's move is interpreted by the market as a proactive positioning in the high-end storage segment.

The new Iwate Prefecture plant will focus on manufacturing high-end NAND chips for data centers. Kioxia's other major manufacturing base in Yokkaichi, Mie Prefecture, will continue to focus on chips for consumer electronics such as smartphones, creating a differentiated production layout between the two sites.

Long-Term Contracts Secure Demand, Financial Strength Supports Investment

Market analysts hold a positive view on this expansion. Kazuyoshi Saito, Senior Analyst at Iwai Cosmo Securities, said, "Kioxia has likely signed favorable long-term contracts with customers, ensuring future growth—this is an extremely positive signal."

In a report, Citigroup analyst Takero Fujiwara pointed out that Kioxia is fully capable of supporting billions of dollars in capital expenditures with its strong cash reserves. He believes the investment decision means the company has secured long-term contracts at least through 2028, demonstrating high visibility in demand. "Although the company has always been prudent with capital spending, we believe it is now showing willingness to actively invest when necessary."

Last month, Kioxia just began shipping its 10th-generation stacked BiCS flash memory chips, and the construction of new capacity will further strengthen its competitive position in the high-end storage market.

It is noteworthy that although the expansion news boosted the stock price, Kioxia still faces dual pressures from market competition and cyclical risks.

At the same time, concerns persist in the market that Kioxia might make significant investments at the peak of demand and subsequently encounter oversupply, which has pressured its stock performance—Kioxia's share price has fallen by about 50% since its June high.

Analysts believe that whether this expansion will truly translate into long-term value depends largely on the sustainability of AI-driven storage demand and Kioxia's ability to secure a stable customer base through long-term contracts.

Japanese Government Subsidies Boost Industry, Semiconductor Revitalization Accelerates

Kioxia and SanDisk will apply for government subsidies for the new plant in Iwate Prefecture, continuing Japan's recent policy trend of vigorously supporting the domestic semiconductor manufacturing industry.

Japan has already provided substantial financial support to chip companies setting up factories in the country, with beneficiaries including TSMC, Sony Group, and Micron Technology. The Japanese government's strategic intent is to revive the nation's semiconductor industry and reclaim its former leading position in the global chip landscape.

If Kioxia’s expansion receives government subsidy support, it will further lower investment costs and strengthen Japan’s strategic position as a key global production base for memory chips.
