Under the agreement, Korea Eximbank will provide a loan to Glencore, and Glencore has committed to supplying copper resources to Korean enterprises during the loan period. This move is seen as Seoul's forward-looking strategy of "using finance to secure resources" in response to the surge in raw material demand triggered by the artificial intelligence (AI) boom.
The state-owned policy bank stated in a release on Monday that the loan will be distributed to Glencore's wholly owned subsidiary—Switzerland-based Glencore International AG—with the funds intended for its general working capital. The statement also confirmed that Glencore has agreed to supply copper to Korean companies during the loan period, but did not disclose specific details.
As a core material for power transmission, data center construction, and renewable energy equipment, copper has been classified by Korea as a national strategic key mineral. Korea relies heavily on imports for copper resources, with an extremely high dependency on foreign supply. Since the start of the year, driven by AI data center expansion, global grid upgrades, and electrification transformations, copper demand has continued to strengthen. London Metal Exchange (LME) copper prices have risen about 15% so far this year, hovering near historical highs. The market generally believes that under the dual effect of supply constraints and structural growth in demand, the strategic value of copper resources is being re-evaluated.
A representative from Korea Eximbank stated in the release: “Through this financing arrangement, as well as establishing partnerships with industry leaders who occupy a unique position in the global commodities market, we aim to secure the stable supply of critical raw materials for Korea’s high-tech industrial supply chains.” The representative described this move as a “forward-looking” strategy from the perspective of economic security.
As one of the world's largest copper mining producers and commodity traders, Glencore did not immediately respond to requests for comment outside of business hours. However, industry observers believe this transaction not only helps Glencore optimize its balance sheet but also further strengthens its customer loyalty in the Asian market. For Korea, amid high copper prices and tightening supply, this supply commitment secured through 1 billion USD in financing could become a key card in its AI industry chain competition. Whether both parties will expand this model to other critical minerals in the future remains worth watching.
