Ukrainian First Deputy Prime Minister and Minister of Energy Denys Shmyhal revealed that Kyiv is actively promoting the signing of a 30-year strategic energy agreement with Canada. The core content covers liquefied natural gas supply and nuclear technology cooperation, aiming to establish a long-term energy security link between both sides.
In talks with Tim Hodgson, Canada’s Minister of Energy and Natural Resources, Shmyhal focused on the possibility of Canada providing a direct grant of 650 million Canadian dollars to Ukraine. This funding would be used to purchase winter natural gas as an important part of Canada’s broader aid plan to Ukraine.
The two sides also discussed the feasibility of Ukraine inviting Canadian suppliers to store natural gas in its underground storage facilities, and hope that Canadian manufacturers can provide urgently needed energy equipment to Ukraine to strengthen the resilience of its energy infrastructure.
In the nuclear energy field, both countries focused on prospects for cooperation on small modular reactors (SMR). Kyiv hopes to include SMR technology in the proposed long-term agreement framework, drawing on Canada’s mature experience in this emerging nuclear technology to promote diversification and decarbonization of Ukraine’s energy mix.
If the agreement is ultimately signed, Canadian liquefied natural gas may become an important supplementary channel for Ukraine to secure stable non-Russian energy supplies in the European market, while the SMR cooperation would provide deeper technical support for Ukraine’s long-term energy strategy. The subsequent focus will be on the pace of agreement implementation and details of funding disbursement, especially whether the grant can be delivered in time before the heating season to ease Ukraine’s pressing winter energy supply concerns.
