Walsh will deliver his first keynote speech at Jackson Hole on August 28, Eastern Time, but it has not yet been decided whether he will address the macroeconomic "big picture" or provide direct guidance for the policy path from September to December. This uncertainty means that the market's sensitivity to changes in wording may increase significantly. During the meeting, about five Federal Reserve officials are expected to be interviewed by the media, and special attention should be paid to their consecutive statements. Goldman Sachs believes that Jackson Hole has historically amplified forex fluctuations, but the US dollar has not shown a consistently stable direction.

Next week, global economists and central bank officials will gather in Jackson Hole, Wyoming, for the Federal Reserve’s annual economic policy symposium. As central bank communications have been relatively subdued in August and the autumn rate decision cycle is set to restart, this global central bank annual event will serve as a key window for the market to capture policy signals.

This year, market attention is undoubtedly focused on Federal Reserve Chair Walsh. According to Chase the Wind Trading Desk, Walsh will deliver the keynote speech at 10:00 am ET on Friday, August 28, which will also mark his debut at Jackson Hole since becoming Fed Chair. Compared to the conference theme itself, Walsh’s remarks on the economic outlook and future rate path are more likely to become the core of market pricing.

Goldman Sachs reports that historically, the Jackson Hole keynote speech often significantly amplifies volatility in the forex market. Especially with Walsh’s policy stance not yet fully clear, EUR/USD may become one of the market’s most sensitive trading windows. However, historical data shows that while speeches tend to amplify volatility, there is no stable one-sided direction for the U.S. dollar.

Walsh’s Debut—Speech Content Remains a Mystery

The full conference agenda will be announced at 8:00 pm ET on Thursday, August 27, with confirmed major guests including ECB Executive Board member Schnabel, Central Bank of Chile Governor Rosanna Costa, and Reserve Bank of New Zealand Governor Adrian Orr.

Among them, Walsh’s keynote speech is the most closely watched segment of the entire conference and the only address to be televised live. However, there will be no Q&A session after the speech; while other conference speeches are not broadcast live, they each have a Q&A afterwards, with related content conveyed to the market via media reports.

What’s special about this year is that Walsh has made it clear beforehand that he has not yet decided whether this speech will focus on the macroeconomic “big picture,” or, like traditional Jackson Hole speeches, provide guidance for the policy path from September to December.

Goldman Sachs believes that this uncertainty means the market may be noticeably more sensitive to changes in wording. Walsh has said he hopes to use Jackson Hole’s “mountain air” (the symposium's venue is in mountainous Wyoming, at high altitude) to clarify major issues, further increasing attention to his policy statements.

Don’t Focus Solely on Walsh’s Speech—Officials’ Side Remarks Are Equally Key

If the keynote speech sets market sentiment, then interviews on the sidelines may serve as a more direct channel for judging near-term policy directions.

During the Jackson Hole symposium, major financial media outlets usually arrange for Federal Reserve officials to give off-site interviews. Starting Wednesday, as delegates arrive, these interviews continue through Friday—with about five Fed officials expected to meet various media Friday, and some may appear more than once.

Notably, Federal Reserve Board officials usually wait until after Walsh’s speech before giving interviews, while the Kansas City Fed President, who is hosting this symposium, may be among the first to speak before the meeting officially opens Wednesday.

Goldman Sachs notes that since Walsh remains conservative on forward guidance, statements from other officials outside the official sessions may play a larger role in signaling policy. Therefore, rather than just waiting for Walsh’s speech, investors may need to follow the continuous remarks from Fed officials throughout the conference.

Financial Innovation as the Central Theme for This Year

This year's Jackson Hole symposium is themed "Financial Innovation: Impacts on Payments and Policy".

From the conference agenda, it appears discussions will focus more on financial innovation and its long-term effects on monetary policy, with potential topics including artificial intelligence, digital assets, and changes in financial markets.

However, when it comes to short-term market trading, the importance of academic papers and conference discussions may be less than public statements by central bank officials. In other words, what truly matters for the market at Jackson Hole this year is still Walsh’s speech and the policy signals released by central bank officials during the conference.

Additionally, while Jackson Hole is the annual global central banking event, it does not hold an absolutely unique status as the only policy communication window throughout the year. As the September Fed meeting approaches, the market will ultimately return to focus on employment, inflation, and economic growth data, and will reprice the rate path accordingly.
